What is a General Plan?
A General Plan is a set of long term goals and policies that guide local land use decisions (such as where and how the county and its communities will grow for the next 20 years).
Why is the county updating the plan?
California state law requires all cities and counties to prepare and adopt a comprehensive, long term General Plan to guide future development. The Lassen County Area Plan is an update to the County’s General Plan, which was adopted in 1999. The Area Plan will be the “blueprint” for how the study area (from Susanville to Hallelujah Junction) will grow and develop over the next 20 years.
What will be included?
General Plans consist of text describing goals and objectives, principles, and standards, as well as maps and diagrams. Per California regulations, General Plans must address the following elements: land use, circulation, housing, conservation, open space, noise, and safety. A number of optional elements may also be addressed, including air quality, capital improvements/public facilities, community design, economic development, energy, flood management, geothermal, parks and recreation, and water. The Lassen County Area Plan Update will include the required elements and will address other optional topics as needed.
Where is the study area?
The study area for the Lassen County Area Plan Update encompasses an area south and east of Susanville to the state line.
Who will use it?
Property owners, residents and decision makers will use the plan to guide their decisions on land use issues, such as where residential and commercial development should occur in the future, and at what densities. Once adopted, the County will use the plan as a guide for land use and public investment decisions.
How can you get involved?
The planning team, consisting of consultants and staff, will guide development of the plan. We can not do it without the help and feedback and ideas from a variety of sources, including:
- Property owners and residents,
- Business owners,
- Interested stakeholder groups,
- Planning Commission
- Board of Supervisors,
- Other agencies,
- Service providers,
- Neighborhoods,
- Youth, and
- All others who participate in this process.
